Historical Background of the Communication Affairs Executive (Public Relations)
Bule Hora University is one of the Ethiopian federal universities located in the southern part of Ethiopia, specifically in the West Guji Zone of the Oromia Regional State, in Bule Hora town. As one of the recently established third-generation universities, it is designed to serve as a center for delivering the three core national missions: teaching and learning, research, and community services.
Like other higher education institutions, Bule Hora University strives to achieve excellence in key areas such as agriculture, mining, and indigenous knowledge. It aims to deliver quality education, conduct community-based research, and provide appropriate community services. To achieve these goals, the academic and administrative wings work in harmony to fulfill the university’s mission, vision, and objectives.
The academic wing offers a wide range of programs, while the administrative wing provides supportive services to meet the growing demand for skilled manpower in the region and the country. Among these offices is the Public and International Relations Directorate, now known as the Communication Affairs Executive. This office plays a vital role in supporting the university’s mission and vision.
The Communication Affairs Executive was first established as the Public and International Relations Office Directorate in 2004 E.C. and operates under the President’s Office. Since the university’s inception, various experts and individuals have led the directorate. The first director, Mr. Guyo Doyo, served for two years. From 2006 to 2017, the directorate was led by five different educational experts. Since February 2016, it has been led by Tilahun Kassahun.
Vision
To build an effective team with the desired skills to create and maintain a conducive environment for a positive attitude at Bule Hora University. This will be achieved through honest and effective communication with local, national, and international stakeholders, thereby enhancing the university’s image by promoting and facilitating the flow of accurate information to maintain its reputation and excellence.
Mission
To promote and enhance the holistic performance and accomplishments of Bule Hora University by making them known to all stakeholders through internal and external communication channels, utilizing various media outlets nationally and internationally.
Aims
The overarching aims of the Communication Affairs Executive in supporting the university’s mission and vision are:
  • To enhance and develop positive communication within the university, fostering team spirit and mutual collaboration.
  • To promote positive communication with internal and external stakeholders, creating a foundation for effective collaboration.
  • To manage events and engagements that enhance the community’s well-being.
  • To facilitate efficient, effective, and high-quality communication within and outside the university.
  • To serve as a direct communication channel between the university and its key audiences and stakeholders.
  • To enhance the visibility and clarity of the university to the public and other concerned bodies.
  • To share the university’s success stories and best practices, fostering a positive communal image.
Objectives
The Communication Affairs Executive aims to achieve its mission and aims by implementing the following interrelated objectives:
  • To define and communicate Bule Hora University’s core characteristics clearly and consistently.
  • To promote the university’s tasks, activities, and achievements while addressing misconceptions and misinterpretations when necessary.
  • To enhance interrelationships, partnerships, and mutual understanding with external communities, groups, and organizations.
  • To organize and support ceremonies, educational events, and activities that align with the university’s mission.
  • To manage special events that showcase Bule Hora University’s centers of excellence, advocating for and mobilizing support from university units.
  • To provide services such as publicity, photography, graphic design, and conference management tools, ensuring efficient delivery and creating a pool of audio-visual resources for the university community.
